In Europe, our work is distinct from consultancy or lobbying services. We do not evaluate policy outcomes or institutional performance. Instead, we collect and share the perspectives of policymakers themselves, fostering transparency and clarity in how engagement is experienced across EU institutions.
Penta Insiders combines annual surveys with qualitative interviews to capture both structured and nuanced insights from policymakers.
Survey: Policymakers across the European Parliament, Commission, and Council provide confidential feedback on engagement practices. We assess trends across key drivers of effectiveness such as credibility, trust, and influence. Results are reported in aggregate, providing a cross-institutional perspective on engagement.
Interviews: In-depth, confidential conversations allow policymakers to share comparative experiences and reflections. These insights help build case studies and highlight best practices for fostering constructive engagement.
Results: At the conclusion of each cycle, findings are shared in aggregate form with both participating policymakers and institutional stakeholders best positioned to understand and act on the insights.
Confidentiality is at the core of our work. Participation is fully confidential, not for attribution, and compliant with GDPR. Responses are never linked to names, institutions, or issue areas, and results are presented only in aggregate. Where quotations are included, they are anonymised to ensure participants’ voices are represented without personal or institutional exposure.
